New York Public Health Registries (MU Objective 10)

Meaningful Use measure, Objective 10, requires Eligible Professionals (EPs) to enroll and engage in two public health registries in their state. The three registry options are: immunization registry, syndromic surveillance, and specialized registry. 

For 2016 only, providers can claim an alternate exclusion for syndromic surveillance and specialized registry to meet the second registry requirement this year. Therefore, providers are only required to engage with their state’s immunization registry (exclusion from immunization registry counts).

New York's registry options are listed below.  After enrolling, if the registry reaches out to start the onboarding process, you must respond within 30 days. Please be sure to also forward the request to Elation at

1. New York Immunization Registry (All NY)

EPs located in NYC: Citywide Immunization Registry (CIR)
EPs located outside of NYC: New York State Immunization Information System (NYSIIS)

Exclusion: EPs who do not administer vaccines are excluded from this measure.

2. Syndromic Surveillance (NYC Only)

EPs located in NYC: New York Medicaid EHR Incentive Program
EPs located outside of NYC: Not supported outside of New York City.

Exclusion: EPs who do not have a syndromic surveillance option are excluded from this measure. 

3. Specialized Registries - Cancer Registry (All NY) & Case Reporting (NYC Only)

Cancer Registry: New York State Cancer Registry (NYSCR)
Case Reporting (NYC): Electronic Case Reporting (ECR) Registry
