1. Measure Details

At least one patient seen by the MIPS eligible clinician during the performance period is provided timely access to view online, download, and transmit to a third party their health information subject to the MIPS eligible clinician’s discretion to withhold certain information.

2. Measure Parameters:

Numerator: The number of patients in the denominator (or patient-authorized representative) who are provided timely access to health information to view online, download, and transmit to a third party.

Denominator: The number of unique patients seen by the MIPS eligible clinician during the performance period.

How to meet in Elation: This is met by inviting patients to the Elation Patient Passport for those who do want to use the passport, or by printing a Clinical Summary for those who don't.

4. Additional Info/FAQs
This measure is both a base and performance measure, meaning points are available for compliance, and based on the number of patients invited. This measure is also required for View, Download, Transmit, and for Secure Electronic Messaging.
